Reports to Managing Director
Target Minimum 4 high-quality government & public sector IT bids per month
The Opportunity
3Roc Technology is a fast-growing IT consultancy based in Rochdale, specialising in managed IT support, Microsoft 365 and Azure cloud solutions, cybersecurity, project delivery and professional services. We work with UK public and private sector clients and we are now looking for a driven, specialist Bid Writer to build and own our bid function from the ground up.
This is a genuine ownership role. You will design and implement our complete end-to-end bid process, produce compelling and compliant responses to government and public sector opportunities, and target a minimum of 4 submissions per month — primarily across G-Cloud, DOS and other public sector frameworks.
If you have proven government bid experience, established relationships with System Integrators, and want real autonomy with direct access to the Director in a company that is actively scaling — this is the role for you.
Remuneration
The salary range for this role is £28,000 – £32,000 pro-rata, reflecting the seniority and specialist nature of the work required at a part-time (2 days/week) commitment.
In addition, the role carries a performance commission structure linked directly to won bids. We are looking for a candidate who has confidence in their own ability to win business and wants to be rewarded accordingly. Full commission details will be discussed at interview.
Key Responsibilities
Bid Process Ownership & Setup
• Design, document and implement a professional end-to-end bid writing, review, governance and submission process
• Ensure full compliance with government procurement rules, frameworks (G-Cloud, DOS and equivalents) and individual tender requirements
• Build and maintain a bid library — templates, case studies, standard responses — that improves quality and efficiency over time
Tender Writing & Delivery
• Lead the creation of high-quality, persuasive bid responses including executive summaries, value propositions, technical sections and commercial responses
• Coordinate with subject-matter experts across technical, delivery and leadership teams to gather input and ensure accuracy
• Deliver a minimum of 4 compliant, on-time submissions per month to the highest standard
Stakeholder & Network Management
• Leverage and expand existing relationships with government procurement teams and major System Integrators including Deloitte, IBM, Capgemini, CGI, SCC and similar
• Act as the single point of contact for all bid-related activity, external partner liaison and framework communications
Pipeline, Reporting & Continuous Improvement
• Maintain a healthy, prioritised bid pipeline aligned to our growth targets
• Provide regular win-rate and performance reporting directly to the Managing Director
• Continuously refine processes, templates and approach based on bid outcomes and market feedback
What We’re Looking For
Essential
• Proven track record as a Bid Writer or Senior Bid Writer in the IT / technology sector
• Demonstrable success writing and winning government and public sector bids and tenders
• Ability to independently design, set up and run a complete professional bid process
• Exceptional written English with the ability to translate complex technical solutions into compelling, client-focused language
• Strong Microsoft Office skills — Word, Excel and PowerPoint to advanced level
• Self-starter who takes full ownership, manages competing deadlines and consistently delivers to a high standard
• Available for 2 days per week with full commitment to the initial onsite period in Rochdale
Desirable
• Existing relationships with government procurement teams and major SIs (Deloitte, IBM, Capgemini, CGI, SCC and others)
• Experience bidding for Azure, Microsoft 365, cybersecurity or managed IT services contracts
• Familiarity with G-Cloud, DOS and other major public sector procurement frameworks
• Previous experience in a small or scaling consultancy environment
• Understanding of IT consultancy sales cycles and value-based selling
Working Arrangements
This is a part-time permanent position for 2 days per week. The role begins fully on-site at our Rochdale office during the process setup phase (typically 2–3 months), then transitions to remote working with occasional office days as required.
Given the deadline-driven nature of bid work, we are looking for someone with the flexibility to manage peaks in workload and the judgement to prioritise effectively across a live bid pipeline. This will be discussed openly at interview.
